Objective
The goal of this course is that students:
-are familiar with the tasks, organization and functional principles of the local government administration.
-are familiar with local government democracy, the citizens' possibilities to exert an influence and electoral systems.
-are familiar with local government economy and legislation.
Content
- the foundations of the municipal administration
- the municipal administration's tasks, structure and functional principles, the most important characteristics of the relationship between the municipality and the state
- how the municipality works politically and economically, as well as the SOTE reform
- disability management
- management of early childhood education
- elderly care management

Finland Kommunförbund. 2009. ”Så fungerar kommunen” (eller tidigare upplaga).
As well as further advised by the examiner regarding the SOTE-reform and other literature according to instructions in class.
Teaching methods
General part (2 cr): Lectures
Focus on governance of early childhood education, older people's services and disability services (3 cr): Lectures, practical assignments and seminars
Exam schedules
General part (2 cr):
The first opportunity to take the examination is held during the last lecture scheduled in the course. No application is required for the first opportunity. Second and third opportunities are held during the two subsequent general dates for retaking examinations, unless otherwise agreed with the examiner.
Focus areas (3 cr): Assignments according to time table presented during course.

Focus areas (3 cr): Theoretical and practical assignments.
